Any work undertaken in accordance with-

a) a valid departure certificate issued by-

i) the local authority in terms of subsection(2) of section 61; or

ii) the Minister in terms of subsection(3) of 64; or

b) an authorization published in terms of subsection(4) of section 64;

shall be deemed to have been undertaken in accordance with these by-laws.
