(1) The local authority may, by written notice to any person, waive the provisions of this Part for a part specified period, not exceeding six weeks, to permit the erection and display of decorations for a public celebration.

(2) Notwithstanding any waiver in terms of subsection (1), the local authority may order the removal of any decorations which are, or likely to become, a danger to the health or the safety of the public

(3) The owner or tenant of any building upon which decorations are erected in terms of this section shall remove such decorations within three weeks of the termination of the public celebrations, or on such date as the local authority may specify in the notice given in terms of subsection(1).
