(1) Upon receipt of a notification or recommendation in terms of paragraph(c) of subsection (2) of section 61, the Minister, on the recommendation of the variations committee, may-
a) where a departure has been authorized by the local authority in respect of a particular building, site or housing project-
i) confirm the departure authorized by the local authority;
ii) in addition to confirming such departure, and subject to such terms or conditions as he may deem expedient, authorize such departure recommended by the local authority;
b) when considering any recommendation made by the local authority-
i) refuse to authorize any departure; or
ii) subject to such terms or conditions as he may deem expedient, authorize the departure recommended by the local authority;
either in respect of a particular building, site or housing project or for specified purposes or all purposes generally.
(2) Upon receipt of an application in terms of section 62, the Minister, on recommendation of the variations committee, may-
a) refuse to authorize the departure sought;
b) subject to such terms and conditions as he may expedient, authorize the departure sought by the applicant or any other departure for specified purposes or all purposes generally
