Where—
(a) any matter is, by or in terms of this Act or any order or notice made or given under the authority thereof, directed or forbidden to be done; or
(b) any authority is given by or in terms of this Act to a local planning authority or any person to direct any matter or thing to be done or to forbid any matter or thing to be done;
and such act so directed to be done remains undone or such act so forbidden to be done is done, then in every such case every person so offending against such direction or prohibition shall be guilty of an offence.
