(1) Any question arising as to the right of a person to receive compensation in terms of this Part or as to the amount of compensation payable under this Part shall, unless the parties otherwise agree, be referred to, and determined by, the Administrative Court.
(2) The amount of any compensation payable under this Part shall be calculated on the following basis—
(a) in any case referred to in paragraph (a) of subsection (1) of section fifty, the amount by which the property concerned has decreased in value and, if the person concerned has carried on a trade, business or profession on that property, the amount of any resulting injury to that trade, business or profession;
(b) in any case referred to in paragraph (b) of subsection (1) or subsection (2) of section fifty, the amount of the loss or damage;
(c) in any case referred to in paragraph (c) or (d) of subsection (1) of section fifty, the amount of any abortive expenditure which was reasonably incurred.
