(1) The local authority may, by written notice, direct a builder to advise the local authority, not less than twenty-four hours in advance, of the time when he proposes to commence construction of any structural member or other part of the building specified in the notice, the correct construction of which member or part is essential to the stability and safety of the whole building or any substantial part thereof.
(2) The builder may give the local authority not less than twenty-four hours’ notice of his intention to commence the construction of any structural member or other part of the building the correct construction of which is essential to the stability and safety of the whole building or any substantial part thereof.
(3) If the local authority has directed that it be advised of the commencement of any work in terms of subsection(1), the builder shall not commence to construct the member of part of the building specified in the notice earlier than the time which he has advised the local authority as being the time when he proposes to commence such construction.
